Public Participation

All City Council meetings are open to the public. Public Comment is encouraged and will typically be heard at 8 PM, but please refer to the meeting agenda for specific times. Those wanting to comment should complete a speaker card (located on the table in the back of the Chambers during meetings) and check in with the City Clerk.

Want to Comment on a Council Agenda Item, But Can't Make the Meeting?

Speak Up, HVL is an innovative space where City residents can comment on specific agenda items from the Internet and sign up in advance to speak during the Public Comment portion of a meeting. Comments are displayed on the Speak Up website for Council and the general public to see, and are entered into the official meeting record. To comment on an agenda item or sign up to speak at the next meeting, go to

Council & Advisory Committee Meetings
